The "Choose to Reuse" campaign, run in conjunction with major supermarket retailer partners, the Scottish Waste Awareness Group (SWAG), British Retail Consortium and Scottish Retail Consortium, encouraged people to take a bag with them when they went shopping in an effort to cut down on the number of free carrier bags used at the check-out.

The campaign also encouraged shoppers to reuse their bags "any bag they chose" as often as possible for shopping, and to recycle them when they were worn out. The report starts with an Executive Summary with the main findings and conclusions, followed by a full report on the campaign mechanics and evaluation.
